Migrating Windows AMI between regions with multiple volumes

I have a question regarding the expected result when you migrate an AMI between regions.

We've tried migrating a number of Windows AMIs between regions and it appears that when the AMI is for an instance with multiple volumes, the AMI created in the destination region only contains the primary volume. While we have been able to then migrate snapshots of the other volumes separately and use these when launching an instance from the AMI, this sometimes has issues, and makes the migration process more complex.

Is this expected behavior when migrating AMIs between regions? If so, would it be possible to change the migration process to handle migrating all volumes as part of the AMI?

    Currently we are only able to migrate the root volume. We are working on a way to migrate all attached volumes.
